Upgrading a Suruhanjaya Tenaga (ST) electrical contractor registration is not simply a form-filling exercise. Before an application is submitted through ECOS, the company should confirm that its competent personnel, business documents, premises and testing equipment satisfy the requirements for the target class.
If you are searching for an “ST contractor Class E to Class A” upgrade, first check the exact class stated on your current ST certificate or ECOS record. The classification table currently published by ST lists Classes A, B, C and D. Class A is the highest category in that table and covers electrical work exceeding RM1 million. Some businesses may be using informal or older terminology, so the safest starting point is a certificate-based eligibility review.
What does ST Class A contractor registration cover?
ST’s published classification table links each electrical contractor class to the value of electrical work and the minimum categories of wiremen employed. The published work-value bands are:
- Class A: electrical work exceeding RM1 million.
- Class B: electrical work reaching RM1 million.
- Class C: electrical work reaching RM500,000.
- Class D: electrical work reaching RM100,000.
The applicable classification should always be confirmed against the latest ST requirements and the company’s intended scope of work. Registration in a higher class does not remove the contractor’s continuing obligations relating to competent personnel, safety, insurance, equipment and regulatory compliance.
Minimum competent personnel shown for Class A
According to the current ST ECOS contractor-registration guidance, the wiremen engaged for the registration must work full-time. For Class A, the published minimum categories and numbers are:
- One three-phase wireman with testing endorsement (PW4).
- Two three-phase wiremen (PW3).
- Two single-phase wiremen (PW1).
This is commonly the most important gap when a contractor plans to upgrade. Holding copies of competency certificates alone is insufficient if the employment arrangement, ECOS registration or supporting appointment records do not satisfy ST’s requirements.
Class A eligibility review: the five areas to check
1. Company and applicant records
The business or company must be properly registered with the Companies Commission of Malaysia (SSM). The applicant must also have the appropriate relationship with the entity—for example, an owner, partner or qualifying director—and the supporting corporate records should be current and consistent.
2. Competent-person coverage
Check the category, validity and employment status of every competent person proposed for the application. The supporting package may include the relevant ST(KE)1 information, identity document copies, competency certificates, appointment and acceptance letters, and previous-employer release records where applicable.
3. SOCSO and employment evidence
ST’s published guidance refers to employee protection under SOCSO. Ensure that the personnel structure shown in the application is supported by consistent payroll, contribution and employment records. Inconsistencies between names, dates or employer details can delay a submission.
4. Registered business premises
The registered office or business premises should be supported by a stamped tenancy agreement, title document or sale-and-purchase documentation, as applicable. ST’s guidance also refers to premises and signboard evidence, including photographs of the frontage, office interior, storage area and testing equipment.
5. Testing instruments
The published ST checklist identifies an insulation-resistance tester, residual-current-device tester and earth-resistance tester. Record the make, model and serial number of each instrument and keep purchase or ownership evidence where available. Instruments should be serviceable and traceable; current calibration documentation may also be required or useful depending on the application and inspection requirements.

- Latest SSM business or company profile and relevant corporate documents.
- Applicant’s director, shareholder, owner or partner information.

The precise document set can vary with the legal structure of the company, existing registration, regional office requirements and any clarification raised during assessment. A document should not be submitted merely because it appears on a generic checklist; the names, addresses, employment dates and company details must agree across the entire application.
Recommended upgrade process
- Confirm the current registration. Review the existing certificate and ECOS record instead of relying on an informal description of the class.
- Choose the target class. Match the intended work value and business plan against the current ST classification.
- Perform a gap assessment. Identify missing competent personnel, incomplete employment records, unsuitable premises evidence or testing-equipment gaps.
- Correct the gaps before submission. This reduces avoidable queries and prevents contradictory supporting documents.
- Compile and submit through ECOS. Use current, readable and consistently named documents.
- Prepare for clarification or inspection. Respond systematically to authority queries and ensure the premises, personnel and equipment match the submitted information.
Common reasons an application is delayed
- The target class is selected before checking the minimum personnel structure.
- A competent person’s employment or ECOS status is inconsistent.
- SSM, tenancy, signboard and application addresses do not match.
- Employment letters, SOCSO records and effective dates contradict one another.

Can a contractor upgrade directly to Class A?
An application should be assessed against the requirements for the target class, but approval is always subject to ST’s assessment. The practical question is not only whether a direct upgrade can be selected in ECOS, but whether the company can demonstrate the complete Class A personnel, premises, equipment and documentation structure at the time of assessment.
How long does an ST class upgrade take?
There is no responsible way to promise a fixed approval date. Processing depends on whether the application is complete, whether additional information is requested, and whether an inspection or further verification is necessary. A well-prepared application can reduce preventable delay, but it cannot guarantee the authority’s approval timeline.
