If your factory, commercial building or project site operates a standby generator or transformer, the installation may need to be registered or re-registered with Suruhanjaya Tenaga (ST). Leaving the application until the certificate is close to expiry can create unnecessary pressure, especially when drawings, competent-person records, test results or equipment information are incomplete.
This guide explains the practical preparation for a new application or renewal in Malaysia, what ST may inspect, and how to reduce avoidable delays. Requirements can vary according to the installation type, capacity, use and current ST instructions, so the final submission scope should always be checked against the specific site.
Registration certificate and generation licence are not the same
Under Section 21 of the Electricity Supply Act 1990, an electrical installation covered by the Act must be registered before it is operated. When the installation passes the required inspection and tests, ST may issue a Certificate of Registration in the prescribed Form B.
The Electricity Regulations 1994 state that a registration certificate may be valid for not less than one year and not more than five years. The expiry date shown on the actual certificate should therefore be treated as the controlling date for renewal planning.
A private installation licence is a separate matter. ST’s current licensing guidance includes electricity generation for own consumption, such as a diesel generator, as a private-installation activity. Applications for private installations below 5 MW are directed through ECOS, while installations of 5 MW and above are directed through the Online Application System (OAS). A transformer is normally assessed as part of the electrical installation; its presence alone does not automatically mean that a private generation licence is required.
When should an owner start the renewal?
Do not wait until the final week. A practical approach is to begin the document review several months before expiry, particularly for older factories, sites that have changed tenants, installations with modified equipment, or premises where the previous drawings and test records are difficult to locate.
- Confirm the certificate number, registered owner, installation address and expiry date.
- Check whether the generator, transformer, switchboard, protection system or supply arrangement has changed since the previous approval.
- Confirm that the appointed competent person and contractor registrations remain valid and match the installation’s requirements.
- Identify missing drawings, inspection records, test reports and equipment particulars early.
- Allow time to correct safety defects before an ST inspection is arranged.
Typical documents to prepare
The exact checklist depends on the application and ST office. A well-prepared submission commonly includes the following groups of information:
1. Owner and premises documents
- Company or owner registration particulars and authorised contact details
- Land title, tenancy agreement or other evidence of the right to occupy the premises, where applicable
- Existing Certificate of Registration and any relevant licence
- Previous ST correspondence, inspection notices or approval conditions
2. Electrical drawings and technical information
- Updated single-line diagram showing the supply source, switchboards, transformer, generator, protection and earthing arrangement
- Site layout and equipment location
- Generator rating, voltage, fuel type, duty, changeover or synchronising arrangement and manufacturer information
- Transformer rating, voltage ratio, impedance, vector group, cooling method and nameplate details
- Protection settings, earthing information and other specifications relevant to the installation
3. Competent-person and maintenance records
- Current registration details for the responsible competent person
- Relevant contractor appointment and valid registration
- Maintenance logbook, switching records and defect rectification records
- Previous inspection and test reports
4. Test and calibration evidence
Depending on the installation and inspection scope, supporting records may include insulation-resistance tests, earthing tests, protection-relay tests, generator functional tests, automatic changeover tests, transformer oil tests and calibration certificates for test instruments. Calibration does not replace the required inspection or engineering assessment; it supports confidence that the measurement equipment and reported results are traceable and reliable.
What happens during the inspection?
For a new installation registration, Regulation 5 provides that the inspection and test should be made not later than 21 days after ST receives Form A, with reasonable written notice to the owner or management. This is a statutory inspection period, not a guarantee that the complete application will be approved within 21 days. Missing information, unsafe conditions, failed tests or required corrections can extend the overall timeline.
The owner or management must prepare the installation and be present for the inspection. In practice, the responsible team should make sure that the relevant competent person is available, equipment can be safely accessed, test instruments and records are ready, labels match the drawings, and any planned shutdown has been coordinated.
Inspectors may review physical condition, guarding and access, earthing and bonding, protective devices, emergency arrangements, warning signs, equipment identification, maintenance evidence and whether the installed arrangement matches the submitted drawings. The precise checks depend on the site and equipment.
Common reasons applications are delayed
- The registered owner or installation address does not match current company or tenancy documents.
- The single-line diagram is outdated after a generator, transformer or switchboard modification.
- Competent-person coverage is expired, unsuitable or not properly documented.
- Protection, earthing or functional test results are incomplete.
- Equipment nameplate details do not match the application.
- Calibration certificates are expired or cannot be linked to the instruments used.
- Outstanding safety defects are discovered only during the ST inspection.
- The applicant confuses installation registration with the separate licensing requirements for generation.
A practical application timeline
- Initial review: identify the certificate, equipment, capacity, ownership and application type.
- Gap assessment: compare existing documents and site conditions with the current submission requirements.
- Testing and corrections: complete the necessary inspection, testing, calibration and defect rectification.
- Document preparation: update drawings, equipment schedules and supporting records.
- Submission: lodge the appropriate registration, re-registration or licensing application through the applicable ST system.
- Inspection readiness: coordinate access, personnel, safety arrangements and any shutdown needed for testing.
- Follow-up: respond promptly to ST comments, fees, additional-document requests or rectification items.
