When Is Electrical PE Endorsement Required in Malaysia?

A practical guide for contractors, factories, developers and property owners preparing electrical drawings or authority submissions in Malaysia.

“Do I need a Professional Engineer to endorse this electrical drawing?” is one of the most common questions asked by contractors, factory owners, developers and project managers in Malaysia. The answer depends on what is being designed, who will receive the document, the electricity load, and the rules of the authority or utility handling the application.

Electrical PE endorsement should not be treated as buying a stamp after a drawing is finished. The responsible engineer must be able to review the design basis, calculations, protection, equipment and compliance information before accepting professional responsibility for the submission.

What does “Electrical PE endorsement” mean?

In everyday project language, the phrase usually refers to the review, certification and submission of electrical engineering documents by a suitably registered professional. The legal distinction matters. Under section 8 of Malaysia’s Registration of Engineers Act 1967, subject to other written laws, plans, engineering surveys, drawings, schemes, proposals, reports, designs or studies submitted to a person or authority may be submitted by a Professional Engineer with Practising Certificate (PEPC) or a registered Engineering Consultancy Practice. The right is limited to the engineering branch in which the practitioner is registered.

A Graduate Engineer, a Professional Engineer without the relevant practising entitlement, an electrical contractor and a draftsman do not automatically have the same authority-submission rights. For electrical work, the appointed practitioner must also be qualified in the relevant electrical engineering branch and must be satisfied with the documents being submitted.

When is endorsement commonly required?

There is no single rule saying that every electrical drawing requires PE endorsement. The requirement normally arises from the type of application and the receiving authority’s checklist. The following are common situations where an electrical consultant engineer or PEPC may be required.

1. TNB supply applications above 100A

TNB’s Electricity Supply Application Handbook separates applications by load. Applications up to 100A are submitted by an electrical contractor registered with Suruhanjaya Tenaga. For applications exceeding 100A, the handbook states that submission is by an Electrical Consultant Engineer registered with the Board of Engineers Malaysia. These projects often involve maximum-demand calculations, a single-line diagram, switchboard and protection details, cable sizing, metering requirements, substation needs or a proposed supply scheme.

A factory power upgrade, new commercial building, 11kV supply, new substation or SSU application should therefore be reviewed at the planning stage—not only when TNB asks for a signed drawing.

2. Development-plan and local-authority submissions

Electrical infrastructure may form part of a development-plan, building, street-lighting, road-opening or utility application submitted through a local authority or One Stop Centre. TNB’s handbook notes that development plans must be prepared by a party authorised by the local authority. The exact submitting-person requirement depends on the council, project category and technical-agency checklist.

For KUSEL and Majlis-related work, electrical cable routes, crossing details, utility clearances, trench or HDD arrangements and reinstatement information may need coordination with civil, traffic-management and survey documents. The electrical endorsement scope should be confirmed before drawings are finalised.

3. Generator, transformer and installation applications

Generator or transformer registration work may require updated electrical drawings, protection information, earthing details, equipment data and test evidence. Whether PEPC submission is required depends on the installation, capacity, licensing position and current Suruhanjaya Tenaga instructions. A competent-person appointment or contractor registration does not by itself replace any engineering design or authority-submission role required for the project.

4. Major alteration, power upgrade or change of use

An existing installation may need fresh engineering review when additional machinery, a larger main switchboard, a new transformer, generator synchronising, solar or embedded generation, a change from LV to MV supply, or a substantial load increase is proposed. The engineer should review the existing system capacity and protection coordination instead of endorsing only the new portion in isolation.

When might a PE endorsement not be necessary?

Routine small-load wiring work does not automatically require a PEPC. For example, TNB identifies a registered electrical contractor as the submitting party for supply applications up to 100A. Maintenance records, as-built sketches used only internally, or minor replacement work may also follow a different route. However, the answer can change if the work affects an approved design, involves a regulated installation, forms part of an authority submission, or triggers a special condition from the utility, landlord, insurer or local council.

The safest approach is to check the receiving authority’s current checklist and confirm the project scope before appointing the submitting party.

What documents should be ready for review?

Incomplete inputs are a major source of delay. A PEPC may need to request calculations, revise the drawing, verify site conditions or ask for protection and equipment details before accepting responsibility for the document.

A practical endorsement and submission process

  1. Define the destination: identify the authority, utility, project stage and exact checklist.
  2. Confirm the responsible discipline: determine whether an electrical PEPC or registered Engineering Consultancy Practice is required.
  3. Collect the design inputs: obtain the current drawings, load information, equipment data and previous approvals.
  4. Engineering review: check the design basis, calculations, protection, earthing, constructability and applicable requirements.
  5. Resolve comments: revise incomplete or inconsistent information before submission.
  6. Endorse and submit: the responsible practitioner signs or submits only after being satisfied with the engineering work.
  7. Authority follow-up: answer technical comments and revise the package where justified.

Can a contractor prepare the drawing and ask a PE to sign it?

A contractor or drafter may provide project information or prepare a working drawing, but the responsible PEPC must independently review the engineering content and may require calculations, corrections or site verification. The signature cannot properly be separated from professional responsibility.

Does endorsement guarantee TNB, ST or Majlis approval?

No. Endorsement confirms the responsible practitioner’s professional review and submission role. Final approval remains with the relevant authority and may be subject to technical comments, site conditions, fees and other agencies’ requirements.

How early should we appoint the electrical consultant?

Preferably before the supply scheme, electrical room, substation reserve, cable route or major equipment selection is fixed. Early review usually costs less than redesigning a completed drawing or relocating infrastructure after an authority comment.
